I understand that roasted coffee beans are exempt under cottage food laws, and would be OK to sell at a farmer's market without the requirement of any particular permits. I see that cold brew coffee is a non-exempt product, but I can't seem to find any information on exemption regarding freshly brewed hot coffee.
Would I need a permit or any other certification to offer hot coffee at a farmer's market using home-produced beans, or would freshly brewed coffee using home-produced beans also be exempt? To be specific, I would use the process as described below:
1. At home: green (unroasted) coffee beans are roasted, packaged as whole beans in sealed containers, to be brought to the farmer's market
2. At the farmer's market: boil purified water purchased from the grocery store, using my electric kettle which I would bring from home
3. At the farmer's market: open sealed package of roasted beans produced at home, grind beans, using my grinder which I would bring from home
4. At the farmer's market: brew hot coffee using aforementioned ground beans and boiled water, using my french press which I would bring from home
5. At the farmer's market: pour the brewed coffee into an insulated carafe which I would bring from home, to provide 8oz cups of coffee for sale. Repeat steps 2-5 as needed to refill the carafe.
