Thank you for contacting MSU Extension about your newly acquired white pine saplings. The photos are too blurry for a definitive diagnosis, but the white spots may indicate an early pine bark adelgid infestation or white pine blister rust infection.
The two references provided discuss these white pine problems. The pine bark adelgid reference lists insecticide options and links to ‘Insect & Related Pests of Shrubs,’ including a ‘Pests of Conifers’ section. Neem oil or insecticidal soap could be used now and again in spring if the adelgids return.
White pine blister rust is a more serious concern. The reference discusses pesticide controls and nonchemical alternatives that may work for you. The disease requires an alternate host—currant or gooseberry plants. If neither is present in the neighborhood, the disease should die out.
Please send clearer close-up photos of a few white spots to help with identification.
