I spoke with one of your service people at the state fair and want to dormant plant fescue on my existing lawn next month. However, i cannot recall if the recommendation was for fine or tall fescue. I live in Minneapolis, the lawn gets quite a bit of sun, and there is mild traffic. Also, I love not watering unless it's absolutely necessary. Thank you

Tall fescue does well in full sun and tolerates foot traffic. Its roots grow deep so it holds up well during a drought. Fine fescues do better in shade, look softer and need more water than tall fescue. Given your description the recommended grass was tall fescue. The two types are often blended for a fuller looking grass that has a more uniform look across a lawn with shade and sun.
