I am sorry but I cannot identify the item you are concerned about from photos. I suggest you pick a few leaves and bring them into a local garden center to see if they can tell if they are insect eggs or possibly aphids (if they move they are aphids). Perhaps you could find out who supplied the plants and contact them with your question. Or perhaps you could just wash the items in question off the plants using insectidial soap. Once clean, the plants could be planted.
