So, maybe my best question for you is, how to I get rid of the chips? 2. Once the chips are gone, what should I do to clean up any issues and make over the bed?

We can't tell exactly what the information above is referring to, although we can say that herbicide-contaminated wood chips is not very likely, and mulch also doesn't really enhance the risk of a soil-borne vascular wilt disease, as those microbes are commonplace in the soil and only tend to cause problems when plants are damaged, stressed, or weakened by another issue.
Trees or shrubs that are chipped are rarely treated with systemic herbicide "right before" they are cut down. If they were, not only would the herbicide not have had time to move down into the wood very far, but it would defeat the purpose of having spent the time and money using the herbicide in the first place.
