Generally, a combination of physically removing what you can and then treating what regrows with systemic herbicide (likely a few times) is probably going to be the most effective approach, although eradication/removal efforts can be labor-intensive or expensive, depending on whether you hire help from a landscaping company with experience removing bamboo. Installing a rhizome barrier to contain bamboo that cannot be removed requires some yard disruption from the trench digging required, but it can help keep areas largely free of bamboo growth when portions of the plant may lie outside of one's own property (and outside of someone's control regarding removal).
