Any assessment of a tree's stability and health, especially for a tree this size, should be done by a certified arborist or licensed tree expert who can evaluate the tree in person. An arborist with TRAQ certification (tree risk assessment qualification) has extra training when it comes to determining a fall risk or how structurally compromised a tree might be).
The branch appears to be larger (in diameter) than what is ideal for the maximum branch girth in comparison to trunk girth, but we defer to an arborist's assessment, although there's nothing that can be done about that at this point. Arborists can't cure or treat every condition if a tree is ailing, but they can help to narrow-down a diagnosis (and make a prognosis) as well as look for sources of tree stress that might be able to be alleviated.
