Is this poison ivy, oak or anything else?

No, Poison Ivy looks quite different than this, and Poison Oak looks fairly similar to Poison Ivy (and also a little bit similar to a young oak sapling). You can see examples of typical foliage on the linked pages.

Flowers are a key feature used for plant ID, but sometimes foliage is distinctive enough to make an educated guess without blooms present. The plant pictured looks like a young stem (or possibly a sucker, is a mature plant is nearby) of Trumpet Creeper (Campsis radicans), a native vine which can be an aggressive grower in home landscapes since it matures large and grows quickly. Its flowers are visited by hummingbirds and some insect pollinators.
