What is doing this to my Arborvitae? #941613

I called my local grass company in the spring and sent them pictures. And they said it was wind, shear, it's getting worse. I called them again today and the tree tech came out and said the same thing. I'm thinking something else is chewing them.Any ideas?? I added the shiny tape (Afrer Googling it)....doesn't appear to to be helping....THANK YOU!!

From the picture, it looks like the tree has been rubbing against the eaves which has worn away that side of the tree. The damage is localized to that area. If something was eating the branches there would be evidence of chewing in other areas. The only solution would be to prune the tree to a level below the eaves.
