Greetings. While the U does not have services for home site visits, I'm sharing information that can help you figure out some answers
If you can share photos of the problems on the pears and plums that show overall health and close ups of fruits and leaves, we may be able to do more definitive diagnosis.

I have attached a video of my plum and peach trees for your review. Both trees are approximately three years old and had been progressing well until this year, but neither has produced fruit this season.
Additionally, my pear trees appear healthy, but the fruit develops black spots as it ripens. I do not currently have photos or video of the pear trees to share.

At the moment I can't watch the video but I will tomorrow.
I'm fairly certain the only problem with lack of fruit this year is that we had a severe cold snap just as the fruit trees were blooming. I've had several folks with the same question. I can only suppose that the past bloom was a little further behind.
Without seeing the part my thought is that it could be scab, so I'll send a pub tomorrow so you can see photos.
Sorry, pears may bloom later than plums so avoided the hard frost.
