What is the cause of these dead leaves on my pipe vine plant? I have another one in a different part of the garden that is fine.

We can't determine a cause from the photos, but possibilities include a broken or damaged base to one of the stems (likely the slender young part of a stem, not usually the older wood), perhaps from weather or wildlife, or a fungal infection of the stem or roots. All you can do is to prune back any dieback and keep monitoring the plant for watering needs given the ongoing drought.
