One possibility is an infection called Southern Blight, a very common fungus that can thrive in hot weather and when the crowns of plants (the area near soil level where stems emerge from roots) is kept humid or wet. Stone mulch often needs to have landscape fabric laid underneath it so the stones don't sink into the soil over time, and that may trap moisture and heat around the base of the plants. It also makes checking the soil for moisture to determine when watering is needed much harder, as you would need to feel the soil about 6 inches deep to make that determination. We see a ring of mulch around the plant, so if there is no landscape fabric in that area, you can check the soil for moisture by feeling how damp or dry it is to the touch at that 6-inch depth. At this point, though, if it hasn't recovered after having been well-watered, and if the soil feels damp 6 inches down, it might not be able to recover.
Make sure the mulch isn't touching the base of the stems so they get good airflow. If you wanted to wait before replacing the shrub, you can either remove the brown and/or wilted leaves (or cut the branches back to within about 6 or so inches of the ground) and see if new growth appears in the next couple of weeks. If not, then either too many roots have died or something else has weakened the plant enough that it's not expected to rebound.
Southern Blight is one example of a commonplace fungal disease that can cause wilting and kill plants, though we usually see it more regularly on perennials than shrubs (but it is capable of infecting shrubs). You can look for the telltale mycelium and sclerotia, as pictured on the linked page, to narrow-down if that was a factor. If those features are not visible, the fungus is probably not responsible.
If you remove the plant, you can see if root rot was a possibility by examining the root system. Roots afflicted with those types of infections tend to have a darker color and a mushy/tender texture, and when pulled, they separate fairly easily into the outer root sheath and a stringy or hairlike inner core. In comparison, roots that died from desiccation or some other stressor tend to be more firm and take more force to break, and typically snap more cleanly in half rather than separating into layers.
