What is this organism #937496

I am seeing this lichen-like organism on plants in the Anchorage area. It seems to be on trees that are sick/dying. I was wondering if it is causing disease or is opportunistic of plants that are already sick. Is there something that can be done to reduce its prevalence?

Lichens are normal and not harmful to trees, but they are indicative of slow growth.  Slow growth can happen for a lot of reasons, could be a sign of problems for the tree, but often are just signs that the local spot is nutrient poor or has less water.  Seeing it widespread is probably something environmental like stressful years for heat or water.
