The plant in your photo appears to be Phacelia tanacetifolia, commonly known as bee phacelia, blue tansy, or lacy phacelia. It is a fast-growing annual that is highly attractive to bees and other pollinators, producing clusters of purple-blue flowers from spring through summer. It grows best in full sun and is tolerant of drought as well as sandy or rocky soils.
Bee phacelia is often included in cover crop and pollinator seed mixes because it is easy to grow from seed, supports beneficial insects, and can add organic matter to the soil when incorporated as a green manure. One thing to keep in mind is that it readily self-seeds and may spread beyond where it was originally planted.
