You have two options for vines: annual or perennial. Annual vines will fill in very quickly this summer (even planted in mid-June), but will have to be replanted every year. Perennial vines will take a couple of years to establish, but will provide more permanent cover after that.
Another approach would be to use both. Plant the perennial vine and some annuals around it. The annuals can take care of covering the arbor this year and maybe next (if you replant), and the perennial vine can take over once it fully establishes.
