Peach Leaf Curl (?) in South Minneapolis on Young Tree #932683

Hello! We love the Extension! We got this tree at Bachman's two years ago. I believe it is a strain developed at the U for northern hardiness. The first year it produced ~24 peaches, but none last year and hardly a blossom. No blossoms this year, and we have what Google suggests is Peach Leaf Curl. I didn't get a great photo, but it appears worst up top. Would you agree on the diagnosis? If so, what treatment do you suggest? I'm also curious about any recommendations about pruning time for a tree like this.

The leaves do look like they have the signs of peach leaf curl. Our spring weather was been favorable for the fungus.

The plant disease clinic can provide a diagnosis because they will culture a sample and examine it with a microscope.
