Any way to rescue floppy Hetz Arborvitae? #931873

I have two Hetz "midget" Arborvitaes that have flopped open like a flower. The center is empty and the branches are lying nearly horizontal all around to the sides. Rabbits have made a home in the middle of the shrubs in the past. Is there any way to rescue the shrubs? Would tying around the branches to pull them vertical again and cover the empty center help them regain their original shape? They used to be cute little ball shrubs that stood on each side of a wood chip path, but now they look pretty sad and the sagging branches cover most of the path. Should I just pull them out and replant new shrubs? If so, do you have a suggestion for possible evergreen replacements? I have a lot of arborvitae in my yard and the rabbits chew the lower branches, often girdling them, each winter. I've trimmed most of them up but that won't work with these little Hetz midgets. Thanks for your help.

Soil is sandy, and location of shrubs is part sun.

It won’t hurt to tie them up and if they are getting full sun they may return to a more vertical shape. Watering problems are the usual cause of drooping branches. Bunny damage can also impact the shape. I have to protect all my shrubs in the winter, even thorny ones from bunnies. Making an internal mesh will help make it look more normal.

Thanks for providing information about the growing conditions. Its location makes it likely it is not getting enough sun and water.
