Hi,
Its hard to say exactly what is causing the discoloration or dying on this branch. It could have been nibbled slightly by a rabbit or broken from snow or ice. It doesn't seem too concerning to though. You can just prune it off at the trunk and new growth should fill in around it.
Monitor for watering needs since we ar ein a prolonged drought in Maryland. It will help the plant with any additional stress and put out new growth.
