Not with certainty, as they are too young to have enough distinctive features, and flowers are often key to confirming a plant ID. From what we can see, our best guess is that it's a non-native Shasta Daisy (Leucanthemum x superbum). Whether it's a weed depends on your perspective; any plant can be a weed if it's growing where it' s not wanted.

Oxeye Daisy (Leucanthemum vulgare), a close relative, is invasive and widespread in Maryland. The hybrid Shasta Daisy has several Leucanthemum species (none are native to North America) that went into its breeding, one of which is L. vulgare. Therefore, if you are wary of them spreading (we don't know if the modern hybrids are seedless), you may want to remove them once they can be positively identified.
