Radishes and Arugula grown from seed is sad #930644

Hi! I planted arugula and radishes from seed in my container garden this year, starting in March (I cannot remember the exact week). I've covered them up during freezes, but haven't protected them from all the crazy weather fluctuations this Spring. The sprouts came up quick, and in the case of the arugula, I've been thinning it. But the growth on both seems stunted, and some arugula leaves are turning purple. Could you help me understand what is happening and how I might facilitate happier, healthier plants from seed in the future? I feel like the arugula should be fully grown by now. Some context, I am on a second floor balcony with southeastern sun. Lots of good morning sun and then afternoon sun as well, until about 3 or 4.

I can't really tell what is happening with your plants with just a picture, but, below are two sites that give you the specific conditions needed for the two plants. 
Basically, they need to have:
at least 6-8 hours of full, direct sun - your balcony looks a little shaded maybe?, 
constant moisture and well drained soil - but not soaking wet,
some distance between the seeds for air circulation,
soil pH of 6 to 6.8 - which is helped with compost, 
cooler weather - maybe the really hot days we had awhile back stressed out the seedlings?
