Thanks for the photo. I've done some research and I believe the insect is a type of midge:

If my identification is correct, they do not appear to be biting insects. Do you live near water or have standing water around your yard? From the information, it states the eggs are laid in standing water, similar to a mosquito. There are several predators listed. I believe they would be good food for the birds and other predators.
If you have standing water, you might try Bt or Bacillus thuringiensis which is the chemical in mosquito dunks or granules :https://npic.orst.edu/factsheets/btgen.html
