Some of my iris plants have put up a flower stalk with buds that appear to be empty. In some cases, the flower stalk droops, uncharacteristically. These iris are 10 or more years old. Other iris plants are blooming normally. The plants with empty buds are scattered, not all in one location.
Is this indication of disease? Should I remove the affected plants?

The bud damage looks like "bud blast," which is the rapid die-off of flower buds due to various conditions. In this case, we suspect last week's overnight freeze, especially if the damage only appeared in the past few days. In that situation, there is nothing that can be done other than to trim off the affected stalks and just monitor the plants for watering needs so the roots are not too drought-stressed given the ongoing drought carried over from the past 1-2 years.
Iris can contract Iris Borer, an insect larva (caterpillar) that tunnels into the leaves and rhizome, but that would affect more than just the flower buds or flower stems. Penn State Extension has a list online of common Iris diseases, but your symptoms being limited to just the bloom stalks don't suggest any of them are present in this case, and no fungicide use is needed nor do the plants need removal.
