Unfortunately starlings are one of the non-native, invasive species that was introduced to and is now ubiquitous across the U.S. Therefore, we can't feasibly expect to 'get rid of' them. However, there are ways to reduce visitation to particular buildings, plants, etc. You have not mentioned from what you are needing to exclude the birds, but information at this site https://agr.mt.gov/_docs/vertebratepests-docs/LivingwithStarlings.pdf and in the document I have attached may prove helpful.
