Unfortunately starlings are one of the non-native, invasive species that was introduced to and is now ubiquitous across the U.S. Therefore, we can't feasibly expect to 'get rid of' them. However, there are ways to reduce visitation to particular buildings, plants, etc. You have not mentioned from what you are needing to exclude the birds, but information at this site https://agr.mt.gov/_docs/vertebratepests-docs/LivingwithStarlings.pdf and in the document I have attached may prove helpful. If you are an agricultural producer, you can contact the USDA-APHIS Oregon office to ask for technical support and inquire as to whether they can help with restricted-use avicide product.
