Hi There,
See pics. I’ve had this for about 3 years. Doesn't seem to be thriving. Should I move it? If so, now? It is my front yard which faces the southeast and gets the morning sun.

You don't say what the plant is. It looks like it might be a cultivar of Physocarpus opulifolia - Ninebark. Could be 'Diablo', 'Summer Wine', or maybe 'Little Devil'.
If it is a Ninebark dwarf cultivar, then it will never get much bigger than it is now. It's important to know the plant to know what to expect.
Also, looks like it could use some pruning out of the dead branches.
