Dwarf Alberta Spruce #927981

Hello--Our Dwarf Alberta Spruce did not come out of winter well. Is there something that can be done and will the needles that appear dead come back with new growth? (picture included) Thank you.

Your spruce has winter burn.  It was exposed to winter sun and winds and those needles dried out.  The brown needles may drop off on their own or you may have to  trim them.  Although they are considered hardy in our zone, they need some  extra care.  Make sure to water it well in the fall going into  winter as it cannot access water from frozen ground.  
Also, consider wrapping it loosely with burlap in the winter.  As it matures and grows, it will be more able to withstand winter winds. Here is a rather link to a rather lengthy article for them:  https://www.thespruce.com/dwarf-alberta-spruce-trees-2132080
