Is this a fungus or disease and how should I treat it?

the causes of browning can be many. In our area we are having a drought and that is causing the browning or even death of the trees mentioned. To counteract this, if you have not received a good rainfall this spring be sure to give them an ample watering. Other causes could be spider mites. While your watering your plants be sure to spray with a blast of the hose water which will knock off the mites. Mites probably are not active in the spring. I would also trim off the brown . Let us see how the plants react to the spring weather. Let us know what you see.
