Hi Dorothy.
It is often suggested to mulch around perennials.  In fall that is easiest with fallen leaves.  Leaving plants protected in April and May is dependent on weather conditions and the type of plant.  The hardiness zone according to the 2023 USDA Hardiness Zone Map Delaware County, Ohio is in Zones 6a (-10°F to -5°F) and 6b (-5°F to 0°F). T
Heavy frost can nip new growth and flower buds so a light cloth can help for overnight care. Make sure to remove it at sunup because the wet weight of the cover can cause damage.
