Laurel Ailment? #927666

My mature laurel bushes are showing some yellowed and brown leaves, and the branches are speckled with white powdery fungus-type stuff..  I have sprayed the stems with Neem oil which seemed to help but the white specks returned.  The plants are in fertile, well-drained soil and have been healthy for the ten years we have been in Falls Church.  Do I have a problem, and if so, what do I do about it?
