Japanese beetle / Grubs #927509

I am having trouble with grubs in my lawn and japanese beetles during the fall. I do not want to use chemicals as I have many flower and vegetable gardens. I only have a 1/4 acre of land and am within walking distance to the city. So homes are close together and not much forest land. Something has dug up my front yard and working on my back yard. I do not see any of the neighbors yards being dug up like mine. I'm getting confusing information about what to use and not to use. Should I use Milky spore or traps? Please any help is appreciated.
