Last spring 2025 II pruned this Korean Spice Vibernum. I purposely left some old stems to get some flowers last year. I don’t understand why there are no flowers on the old wood where I pruned. Thanks!

The unpruned old wood looks like it is flowering; it looks like the new growth (what grew in late spring and summer after you had pruned those older, thicker stems) isn't flowering, which is expected since that young wood needs to mature a year or so before it can form flower buds. As that young growth fills back in, it should form flower buds either this summer/autumn or next as it matures.
