Chicken sales #927435

I work at a tractor supply and I'm a local elected official. In the TSC training on chickens they say that it's the law that we sell chickens with a minimum of 4 birds and everything else (ducks, guineas, turkeys, etc) is only 2. Our village allows up to 4 chickens with a permit. Is there really a sale minimum codified in law? What's the law? If we are going to update our ordinance to better align with other laws, what other pitfalls should out ordinance committee consider?
