Herbicides along creek #926151

My new neighbor appears to be using a strong herbicide to kill blackberries along both sides of a creek that is close to the border or may border our properties. The blackberries are dying off at an alarming rate. I understand this is an invasive species. My question is, are there restrictions regarding applications along a creek, flowing now but is seasonal: and if so how do I address my concerns. I have not yet talked with him about this as I wanted first to do some research. Where do I go to find answers to when the die off affects the blackberries on my property, which appears to be happening, and potentially harming insects/pollinators that are on my property as well. So far all I have done is to contact a surveyor to arrange for an official property line designation now that the blackberries no longer separate our properties. In the meantime I'm trying to find out if he is violating any restrictions of herbicide use along waterways, does /did he need a permit, does he need oversight in the process.
