Expert Response

Our entomologist says that the samurai wasp (Trissolcus japonicus) is a regulated insect, which it sounds like you may already know. Extension isn't a regulatory entity, though, so you and/or any program you find that is distributing the wasps would need appropriate USDA-APHIS and/or state department permits. We don't have any more detailed information about that step, and while the Maryland Department of Agriculture might have some of this information, it may be more efficient to connect with APHIS directly to ask about any needed approvals.
