Covered a raised bed with tarp, what do I do next? #925190

We moved into a house and spent last summer covering a raised bed with a tarp to kill weeds. Now, as I am thinking about Spring, I don't really know what to do next. I want to plant watermelon and tomatoes there since it gets a lot of sun. How should I prepare the soil for planting and when should I start the preparation? We live in Saint Paul. Thank you in advance!

When did you put the tarp on the beds?
What are the beds filled with?  When were they filled.
How many seasons have the beds been planted?
