Leaf fungus or ? #925149

Hello, I live in Jefferson and have been fighting this problem for a few years now. As you can see by the pictures both shrubs are still drooping leaves. I cleaned up the area about 10 days ago. They should be covered in dark green and red leaves with buds about to bloom in a month or so. I prune back every other year. Could this be a fungus or blight that I can spray?

Looks like a photinia bush with leaf spot. That is a common and nasty disease issue here in the Willamette Valley. Your cleaning up fallen leaves is good and if you want to spray a fungicide, the timing is right for that as well.
