Small Structure right above Red Cedar River #924634

For a class assignment, I have to take a walk or dive and identify something that seems unusual or doesn't have a clear purpose. South of the Computer Center and West of Ramp 2 is a small structure that sits adjacently above the Red Cedar River. Do you know it's purpose? Why it's there? What it does? Thanks for your time.
