Early spring is a great time for planting hosta bulbs, as soon as you can work the soil easily.
For many perennial bulbs, fall is the ideal time for planting in order to give the plant time to establish prior to the heat of summer. You can learn more in this helpful OSU Extension article:
With spring planting, just be extra careful to adequately irrigate your first summer and remove weeds that compete for water consumption. This is especially important for plants that like to remain moist, such as hostas.
The package of the bulbs you purchase should have further helpful information for getting your plants well established.
