Freeze dried raw meat pet treats #924499

Good morning, I have been making freeze dried treats for my dogs for years. I am considering starting a small business to sell these treats to my friends. The ODA is requiring me to provide documentation that freeze dried raw meat can be prepared and be safe from microorganisms, parasites and bacteria. I found information from the Division of Food Protection (Indiana) that indicates that water activity value of .85 or less and a pH level of 4.6 or below when measured at 75 degrees F would indicate that pathogenic growth cannot occur. I understand that freeze drying puts these items is a dormant state and could grow again if water is added back. Is there a way to process raw meat prior to freeze drying, maybe an additive, that would make this process safe without giving up the benefits of a raw diet? I have been freeze drying raw treats for my dogs for years without issue. Do you have any publications that may help me in my endeavor? Lisa Hanson
