Actually, your soil looks good! No major concerns. And the nitrogen level reported is just a snapshot in time - nitrate is very soluble. That said, it's usually the most limiting nutrient, so the recommendation to fertilize three times during the summer is valid.
Otherwise, the salts are very low (which is good), you have adequate organic matter (at 5.5%), so amending isn't necessary, and all the other nutrients are fine. If this is a soil that has any native soil in it, phosphorous tends to be high. PH is also fine - I've seen higher pH recorded.
So going forward, you can fertilize with your favorite type at planting, once plants start producing flowers, and then again later in the summer. Be sure to follow the instructions on the product you use. You can mulch the garden with thin layers of grass clippings (which will provide good nitrogen too) or shredded leaves. But you don't need to do any heavy amending.
