Owl Identification #923025

Hello, We live rurally (southeast of Salem in the hilly and wooded area of the region). On our drive up the hill to our house a few days ago we saw this owl. It looks similar to a snowy owl to me, but I'm not sure that they live in or migrate to this area, and it seems to have darker eyes and is slightly more barred than snowy owls I’ve seen farther north. I snapped the photo, then we waited until it took flight. It spread its wings, lifted, and turned to fly away. In flight it was mostly white and barely marked underneath its wings and on its stomach. It was mostly white all over its back and was no more barred on top of its wings than you see in this photo. My rough guess as to height is 18”-22” and wingspan roughly 3 feet (maybe more). Are owls "in down" this time of year? Could it be a youngster of another owl type and not fully marked yet? Thank you. :)

I double-checked with some of our premier birders in our faculty. That is a barred owl, and it may have fluffed a bit if it was startled or because you caught it eating a nice snack.
