Gnat problem indoor & outdoor #923009

I'm new to Eugene. During the summer, these tiny white gnats were biting me. What can I do to prevent this issue next summer? Also, for the past three months we've had tiny black bugs, possibly gnats in our indoor plants. I believe they were in the soil bags I bought. I've stuck yellow sticky cards that's catching them but I need to get rid of them altogether. We make sure that the plants are not over watered. Please help. Thank you

Thank you for your prompt response to one of my questions. 

My other question was about the outdoor gnats that are tiny and white, and they bite during summer months. How can I get rid of them, or prevent them from hanging out in my yard?

It would be hard to give you methods of control until I knew the ID of the insect. Could you take a picture of the of the gnat. In one picture place the insect next to a ruler so I can see the size.

I live in Eugene.
I don't see them now. They were around during the summer.

OK When we get closer to mid-late spring or when they show up, we can work on the ID of the insect causing the problem after you catch some and go from there.
