Water quality basin native plants #922916

I am being told by the county that the basins should have grass planted in them. These basins are located in open spaces in the neighborhood. I don't believe grass will grow in them because they are in the woods. The as built documents call them water quality basins for storm water management. Can you suggest any native plants that might survive for wooded water quality basins.

The rain gardens webpage may be helpful to look over but especially the publication link at the bottom that is titled Rain Gardens Across Maryland. Starting around page 41 there are plant lists with a variety of plants in various heights for full shade.
