How do I get rid of scale on my Meijer Lemon Tree? I’ve tried Neem Oil but it doesn’t seem to help.

You would be able to remove the scale from the leaves with a soft bristled toothbrush or cotton swab dipped in soapy water or 70% isopropyl alcohol. Your first photo shows a pretty severe outbreak, consider insecticidal soap or horticultural oil with repeated treatments weekly. If you are not seeing any improvement after 3 - 4 weeks and the plant continues to decline, the plant may be beyond the point of recovery.
