Can my tenant put their compost in the garage ?

I would strongly recommend against this, for a couple of reasons.

Compost does best when the materials can be in touch with the soil.
There's the concern about insects and rodents being attracted to the materials.
There will be an ongoing problem with slugs, moisture and odor control in the garage, and "no-see-'ems" and fruit flies in the garage and the house.
