Hello Susan,
Typically, peonies are cut back after a hard freeze (late October to November). The stems can be cut down to within a couple inches of the ground. Sometimes, powdery mildew attacks the foliage of peonies. When this happens, the stems turn brown or black earlier. You can cut them back and dispose of the plant material before a hard freeze.

I did a quick check and you are well within the time window when peony transplanting should be successful. There is no additional winter care necessary.
