Same bug, same places, this year and last #907869

Last year while working under a tree in my yard I noticed patches of bugs on the underside of a limb. Just now the same tree, same limb, same 2 spots on the limb, the same bug. Can you help me identify it and suggest treatments if needed, please.

Hello Beth,
