This is a Spotted Lantern Flies nymph. This is a late instar nymph, and in a few weeks will molt and become an adult.

The UME website gives you all the information about this critter.  It says to report to Maryland Dept. of Agriculture, but that's really not necessary anymore. They are everywhere these days.

They are not a danger to the home garden, just spray them off with a strong blast from your hose. Do not use pesticides! Predators - birds, other insects, etc. - will probably take care of most of them.
