Hello Suzanne,

Here is some overall basic information on Rose Diseases:
https://planttalk.colostate.edu/topics/insects-diseases/1433-rose-diseases/

Without seeing photos of your affected rose buds it's difficult to analyze causes.  Here are a few potential causes:
-Herbicides, has any been applied close to the rose bushes, or perhaps by a neighbor and the spray has fallen on the bushes.
- Do you notice any insects:  Aphids, mites, thrips?
- Was the weather unusually cold/wet when the buds were forming, causing the petals to fuse together?

Are all the buds of the rose bush deformed, or only a portion of them?
Do the deformed buds eventually open?
Is this spreading from shrub to shrub?
Do you overhead water?

If you compost your garden trimmings, please do not include these deformed buds as their cause is not yet determined.

I hope this provided information that may be helpful
