Dear David,
Lilacs do not usually require much pruning. If you do need to prune, do so immediately after the plant has finished blooming before it sets the flower buds for next year.
As to what to remove, it depends on what you are trying to accomplish. If you would like to send a photo of the tree and let me know why you want to prune it, I may be able to assist you.
