Congratulations of seeing that beautiful native beetle, Frances! It is one called the golden buprestid beetle (Buprestis aurulenta). The species can be found throughout the western North America.
Golden buprestid beetles will not harm anything in your garden. Their larvae live in and feed upon wood of damaged, dying or recently dead conifer trees. They don't harm healthy, live trees. The adult beetles feed a bit on conifer tree needles, but not enough to do significant damage.
Enjoy!
